Try Matador - we walked in around 9:30 pm on a Friday night - it was crowded, but we didn't wait too long. They have a late happy hour that starts at 10 pm. It's on Market St.

Pretty much any bar will be serving food till 10pm. I've actually asked Yelp if they could add "hours" to business listings, though.
